Yes, it is counted as income toward the tenant. The same rule applies for any other monthly recurring bills that the tenant is having paid for them. (Car Insurance, rent (with the exclusion of a voucher program), car payments, etc)

It would be considered an asset. The monthly payments would not be considered income because the tenant has access to withdrawal the entire annuity, in which case the monthly payments would end.
If an account holder has access to withdrawal the full balance of an annuity, and they are receiving monthly payments from the annuity, would the annuity be considered an asset or would it be considered income?
