"Forgive and forget" is changed to "Forgive and remember."

These two words are used similarly to signal that those who rely on threats and violence are incompetent and inept. The words themselves are similar in meaning, and the connection between them in sound emphasizes their connection.

"Move forward," "Move on," and "Walk forward" combine to form a ritual of three. They use the same words in different combinations but with the same meaning to form an overall idea.

These are not ideas that we tend to pair with each other, except in opposite. We would not expect the violent to find refuge, but rather for people affected by violence to find refuge from it. This makes the reader pay closer attention and read deeper.

The last sentence is "Walk forward into the light." Walking into light is a cliched idea often associated with death, or possibly with hope at the end of the tunnel. Both of these prior associations that the reader has would change their reading.

The conversational tone brings the quote down from high style, engaging the reader in a way that would be missing without the interjection of 'he said' into the quote. In this case, it almost seems as though the speaker is talking directly to the reader.
