I believe that if the UN is going to accept the label of "climate refugees" and these refugees move into a UN ally country or protective zone, that the UN should provide legal protection because some of these climate refugee may have moved because of political or economic reason that amplified climate changes and could be argued to fall under the category of political refugee.

Neoliberalism moves to impose a set of ideas and values on a certain group/nation. This notion of "climate refugee" began by talks in the developed (western) world and saw these less developed countries as something to fix rather than taking into consideration the opinion and position of the "climate refugee" population. Almost a hegemonic direction of discourse.

People have been moving in and out of the Tuvalu before climate change became a global issue. The moment it became a global issue, proponents of the negative effects of climate change pointed to climate change vulnerable areas-- like Tuvalu-- as a place to draw evidence. This is not the main reason people are migrating. Some migrate for the betterment of opportunity.
What could be an argument made to prevent or adjust the use of climate change as the defining reason for migration out of Tuvalu?

The other issues are not of western concern. Tuvalu is not a big global market actor so the outside world does not care about economic issues but are a location for climate change vulnerability.
